Statement of
Qualifications for Congress
- I have a record of
demonstrated integrity, putting my career on the line many times in
the interest of my country with absolutely no use of my position for
personal gain.
- I bring intelligence
documented by the maximum possible score (800) on the Graduate Record Exam
(GRE) Mathematical reasoning test. Similar to the SAT but for college
graduates seeking advanced degrees, the GRE tests the capability to quickly
cut through the extraneous information, narrow in on the problem, and solve
it. We need that kind of capability in Congress.
- As an engineer (BS, MS from Purdue), I am a
system builder and problem solver. I use
the engineering approach to solve all problems. I define the problem,
devise and document a proposed solution, get feedback and buy-in from
others, test the proposal, refine it,
develop an implementation plan, and implement the solution. I don't
let extraneous elements drive the process. In Congress, lobbyist profit will
not drive the process. In the Air Force I solved many problems in
highly charged political situations by keeping the
focus on the problem and the mission.
- I have had success in key
areas important to the work of Congress: military intelligence, war
planning, weapons system simulation, weapons systems acquisition management,
large government software system development, business process development
and improvement, project management, and generic process simulation. I have
worked with all major US intelligence organizations (Central Intelligence
Agency (CIA), Defense Intelligence Agency (DIA), and National Security
Agency (NSA)), and weapons system acquisition and budgeting organizations.
As an intelligence analyst, I have contributed to the National Intelligence
Estimate and briefed the highest levels of the Department of Defense.
- On numerous occasions I have gone into government
and business organizations as a trouble shooter and
made major constructive changes
in how they conducted business. Typically, I have been in those
organizations a short time, but the positive impact of my work has persisted
for many years.
- Since 1989, I have been associated with the
Ben Graham Corporation which
has designed and implemented business process improvement in more than a
thousand corporate and government organizations. Typically they
produce an 85% reduction in process time along with substantial improvements
in accuracy and customer satisfaction. The business process charting
software I wrote for them is their central tool in this work.
I have the intelligence, experience, determination, and
strength of character to to have a major positive impact on the U.S. Congress.
